Despite Oromo protests, Addis master plan continues
July 5, 2014 (Somaliland Press) – The Addis Ababa master plan will continue despite protests from some Oromo opposition, an OPDO official told local media in the capital. The OPDO now believes the “master plan” will benefit Oromos economically in the long run, according to the official who requested to remain anonymous because he was not authorized to give details. He also said the plan will not hurt local Oromos linguistically because “Most Oromos living in the outskirts of Addis Ababa are already multi-lingual, which will give them advantage in the workforce.”
OPDO led by new chairman Muktar Kedir has become more influential since the passing away of Prime minister Meles Zenawi. Previously, many top OPDO leaders openly displayed opposition to the master plan, which was a plan that required expansion of Addis Ababa toward Oromia towns.
But now, after Oromo protests sparked by diaspora based websites led to riots, OPDO is fully disassociating itself from the protests, according to the source. “OPDO feels it’s anti-expansion agenda was hijacked by foreign forces” the government source added.
In addition to Addis Ababa, the government is planning expansion of Dire Dawa, the second biggest city in Ethiopia. Such expansion will include new industrial zones and it is expected to benefit the economies of both neighboring Djibouti and Somaliland.

Ethiopia says expanding zones to become industrial hub

July 4, 2014, ADDIS ABABA (Reuters) – Ethiopia will start setting up a new industrial park in September and will expand another at a total cost of $250 million, an official said, part of efforts to shift away from farming and become a hub for textiles and other industries.
The Horn of Africa nation aims to attract investors who are moving some manufacturing from China and other Asian markets, where costs are rising. Ethiopia offers cheap labour and fast improving power supply, transport and other infrastructure.
Luring new industry is seen as vital to maintaining high growth rates in Ethiopia’s still largely agrarian economy. The economy has expanded annually by double digits in the past decade and is forecast to grow by 8 percent or more this year.
Yaregal Meskir, deputy director general of the Ethiopian Industrial Development Zones Corporation, said plans were being finalised to expand the existing Bole Lemi Industrial Zone, on the southern outskirts of the capital, while a new industrial hub was planned at Kilinto, 30 km (20 miles) further south.
“We have witnessed many investors have come to acquire sheds and land and there is a long queue,” he told Reuters in an interview on Friday. “We prefer labour-based industries like garment manufacturing and shoe manufacturing for exports.”
After selecting a designer, he said building Bole Lemi phase two and the Kilinto Industrial Zone would start in September.
A third of the 156-hectare Bole Lemi site was developed at a cost of 2.5 billion birr (74.3 million pounds), financed by the state, in the first phase and has attracted Korean garment-maker Myungsung Textile Company and Taiwan’s George Shoe Corporation.Read More @ Source: ayyaantuu.com

Protest Against Lethal Crimes Committed in the Name of Development
As I have indicated in Part One of this article the message in the slogans of the Oromo rallies at home and abroad, among other things, is against evictions caused by land grabbing. The Oromo are evicted from their land which is being leased or sold by the TPLF-led Ethiopian regime to foreign and domestic land grabbers. The so-called Integrated Development Master Plan for Addis Ababa, which is generally known as the Addis Ababa Master Plan (AAMP), is part of the same scheme. Whether it is for urban expansion or commercial farming, the eviction of the indigenous landowners is conducted in the name of development. The TPLF regime is accusing the opponents of the AAMP as instruments used by “terrorist” organizations to disturb peace and oppose democracy (BBC, May 2, 2014). Although it is instigated by the AAMP, the present student uprising in Oromia is against the crimes which are being perpetrated by the TPLF regime in the name of development. In addition to the defense of Oromia’s territorial integrity and identity mentioned in the previous part of this article, the protest is against eviction and displacement inflicted upon the Oromo as well as about the environmental destruction caused by urban and rural “development” schemes of the present Ethiopian regime.

The so-called Addis Ababa Master Plan (AAMP) has ignited an Oromia-wide protest involving university and high school students. The TPLF-led Ethiopian regime has responded to the peaceful protests staged by Oromo students against the plan with tanks and live ammunition, killing dozens in the crowds. The protest, which started on April 24, 2014 at Jimma University, is joined not only by tens of thousands of the students of all the universities in Oromia but also tens of thousands of high school students and members of the local population in many cities, towns and villages. The voice of this massive Oromo rally against the AAMP cannot be silenced by bullets and tanks as in the past. It concerns not only the cause of the Oromo farmers in Central Oromia, whose livelihoods will be affected by the AAMP, but also that of all the Oromo farmers and pastoralists throughout Oromia whose farms and pasturelands have already been sold and are targeted to be sold to land grabbers by the present Ethiopian regime. The aim of this short essay is to protest and critique the newly declared Master Plan of Finfinne (Addis Ababa), the central city of Oromia. Moreover, it is also aimed to advocate for and bolster the voice of the underrepresented Oromo communities living in around Fifinne who are affected by this master plan. The so called new master plan of the city of Addis Ababa (Finfinnee) is a top-down, utopian, physical determinist, a blue print production oriented plan, and filled with politically void terms, laden with hidden agenda that has a grand aim of disintegrating the territorial integrity of the state of Oromia and expand federal government and the minority settlers it has been sponsoring for the last 23 years at the heart of Oromo land, Finfinne.
Prior to discussing the details of the so called master plan this article will define and analyze three major planning and plan related issues. Here we will discuss the theoretical and practical considerations in defining a city planning, and the legal frameworks surrounding city planning practices.

Minority Master Plan to cleanse Majority

On Saturday, February 14, 2015, members of the Oromo Community in Norway protested in front of Trondheim Torg against the repressive and dictatorial Ethiopian regime. December 12, 2014 (Capital Ethiopia – pro-government website) — Established to craft a plan that integrates Addis Ababa with the surrounding Oromia region, the Addis Ababa and Surrounding Oromia Special Zone Integrated Master Plan Project Office will come to the end of its mission at the end of the current Ethiopian year. The board of directors, which is led by Dirriba Kuma, mayor of the Addis Ababa city government and Abdullaziz Mohammad, vice president of Oromia regional state, decided to submit the finalized integrated plan by January, 2015.
The board of directors are also expected to announce the approval of designs prepared by the project office, as part of the master plan. These include developing a green economy and using city rivers for recreational purposes. They are also contemplating to launch the plan in the next two weeks. The plan will serve the capital and the special zones for the next 25 years.

IOYA shines spotlight on child rights abuses in Ethiopia (OPride) — In July 2006, about 60 Oromo youth met in Minneapolis, Minnesota for what was initially planned as a leadership conference. At the end of the three-day gathering, which featured, among other activities, leadership exercises, social activities and speeches by invited guests, the attendees formed the International Oromo Youth Association (IOYA).
It was meant to serve as an umbrella organization for Oromo youth groups around the world (in part because most of the delegates at that conference came representing their local youth associations).
After years of lethargy, IOYA is showing signs of rejuvenation, and deserves all our support. Addis Ababa, Ethiopia - Aslan Hasan, a student belonging to the Oromo ethnic group in Ethiopia, was called either a guilt-ridden terrorist who committed suicide or an innocent victim of brutal state repression, depending on who you listen to.
His death came following a bout of violence in May, when Oromo students in several towns protested against a government plan for the capital Addis Ababa to expand into Oromia Regional State, Ethiopia's largest and most populous federal region with around one-third of the nation's over 90 million people.
Security services said Hasan hanged himself in his cell after being arrested for a grenade attack that occurred at Haramaya University in the east of the country. Online Oromo activists such as Jawar Mohammed say Aslan, 24, had his throat slit by police on June 1 while in custody after being snatched four days before. Ethiopian mother’s anger at murdered son in student protest
July 28, 2014 (BBC News) – A 27-year-old rickshaw driver, he had been caught up in deadly protests between the police and students in the city in April.
They were demonstrating about plans to extend the administrative control of the capital, Addis Ababa, into Oromia state.
Oromia is the country’s largest region and completely surrounds Addis Ababa – and some people feared they would be forced off their land and lose their regional and cultural identity if the plans went ahead.
The government says the “Masterplan”, as it is known, would allow them to better extend city services to rural areas.

However for Yeshi – who asked for her name and those of her family to be changed – the heavy-handed response by the security forces that saw her son shot in the head is hard to fathom.
She had come across a group of people carrying a body and overheard people saying it was her son, Tamiru.
Unable to recognise his features as they were too disfigured, she identified him by his “clothes and shoes”.
“I think they were killing people on purpose,” she told the BBC, saying that Tamiru was not directly involved in any trouble that day.

As activists around the world get more sophisticated with the use of technology and out-organize repressive states, governments have also learned to wait it out and sup momentum out of otherwise formidable movements.
In a sense, time seems to be the worst enemy for activists. Too often passion burns out and social movements falter as quickly as they begin. In the last five years, horizontal movements such as Occupy Wall Street and the Arab Spring used social media to mobilize a critical mass and proved more effective than states. It is a well-documented and established fact that the Oromo people in general and Oromo students and youth in particular have been in constant and continuous protest ever since the current TPLF led Ethiopian government came to power. The current protest which started late April 2014 on a large scale in all universities and colleges in Oromia and also spread to several high schools and middle schools begun as opposition to the so called “Integrated Developmental Master Plan” or simply “the Master Plan”. The “Master Plan” was a starter of the protest, not a major cause. The major cause of the youth revolt is opposition to the unjust rule of the Ethiopian regime in general. The main issue is that there is no justice, freedom and democracy in the country. The said Master Plan in particular, would expand the current limits of the capital, Addis Ababa, or “Finfinne” as the Oromos prefer to call it, by 20 folds stretching to tens of Oromian towns surrounding the capital. The Plan is set to legalize eviction of an estimated 2 million Oromo farmers from their ancestral land and sell it to national and transnational investors. For the Oromo, an already oppressed and marginalised nation in that country, the incorporation of those Oromian cities into the capital Addis Ababa means once more a complete eradication of their identity, culture, and language. The official language will eventually be changed to Amharic. Essentially, it is a new form of subjugation and colonization. Dr. Mitiku Tesso, President of Ambo University, who has few weeks ago denied mass killing of Oromo students in Ambo and Dhaba Dabale, Central Committee of OPDO are here in Washington, DC to further bleed the Oromo people by denying and defending the daylight killing of tens of Oromo students in Ambo and in all over Oromia. Dr. Mitiku and Dhaabaa, long time TPLF loyalists, are sent by TPLF to make the lobby effort at the Department of State to directly counter the just struggle of the Oromo people at home and the diplomatic victory scored by worldwide Oromo movement to support the struggle back home.
Theses two TPLF agents are also working against the effort and the positive dialogue that the group of Oromo community leaders, youth leaders, women organization leaders, religious leaders and nationalists in Washington, DC are making with the the Department of State on the current crises and problems in Oromia.

June 6, 2014 (warscapes) – Since April 25th, thousands of high school and university students across Ethiopia’s largest region, Oromia, have turned out in peaceful protest against a government land grab that stands to displace millions of indigenous peoples from their ancestral lands. Even though the country’s constitution theoretically allows for peaceful demonstrations, the student protesters, along with local populations in many cities and towns, have faced a ruthless crackdown from Ethiopian Special Forces, known as the Agazi Commandos. These forces have used excessive violence by indiscriminately shooting into crowds in an attempt to quash the protests. Children as young as eleven years old have been killed, according to statement issued by Amnesty International on May 13, and reports of fatal injuries, torture, imprisonment, disappearances and killings have been coming out of Ethiopia since then.Read More @ Source:

The hunger-strike was organized by the Oromo Community of Seattle to seek justice and appeal to the U.S. government for the several scores of Oromo university and high-school students massacred by the TPLF Ethiopian regime in April and May 2014 as the students were engaged in nonviolent/peaceful protests against the Addis Ababa Master Plan, a plan which aims to expand the administrative boundaries of the Addis Ababa City into the Federally and Constitutionally instituted State of Oromia. In addition to the expansion, the Master Plan will also result in the evictions of millions of Oromo farmers.

June 4, 2014 (Metropolitan Washington, D.C. Synod) — “I mourn the death of our youngsters,” says the Rev. Teka Obsa Fogi of dozens of casualties witnessed since April 25 among peacefully protesting students throughout Oromia Regional State by security force shootings and beatings.* Pr. Fogi is pastor of Oromo Resurrection Evangelical Church (“OREC”) in Kensington, Maryland, a worshiping community of the Metro D.C. Synod with direct ties to the region, one of nine ethnically-based states of Ethiopia. “OREC and all Oromo churches are praying for our young students, their parents and those the government wants to dispossess of their land,” he says. “Please pray with us.”
Protests, which began at universities in large towns throughout Oromia then spread to smaller communities in the region, erupted over the release in April of the proposed Addis Ababa Integrated Development Master Plan. The “Master Plan” outlines substantial municipal expansion of Addis Ababa to include more than 15 communities in Oromia according to Human Rights Watch, an international non-governmental organization that conducts research and advocacy on human rights.*
“The problem is, if this ‘Master Plan’ is put into action, many Oromo farmers will be uprooted from the land they get their living from. They were tilling this land for generations. Ambo story – shocking human right violations against Oromo people
June 3, 2014 (Tamiru Blog) — In a recent interview with a local media, Mr Abdulaziz Mohammed – the Vice President of Oromia Region stated that “No one is arrested and we don’t have any information about the arrest.” The Vice President’s single statement says two contrasting ideas at a time – denying the arrest allegations and ignorant about the arrest. In the first place it is a shame for the Vice President to deny the reality on the ground – where more than 49 people were killed and 800 people have been arrested, tortured and imprisoned.
These atrocities are in response to a series of demonstrations or protests by the Oromo people who demand the government to stop removing farmers from their ancestral homeland in the name of ‘development’. The demonstration at the initial stage was peaceful and in order before the government’s heavily armed security forces and the military started shooting and killing people.

The brutal attempts of crackdown against Oromo protesters by the Agazi Special Squad continuing unabated in different parts of the regional state of Oromia, reports coming from Ambo in central Oromia indicate that the town and its surrounding has come under virtual seizure by the Agazi Federal Armed Force, daily movements and activities becoming almost impossible. According to information obtained by HRLHA (this morning) form its correspondents, the Agazi Special Squad has been deployed in Ambo Town and its surrounding in much larger number than before and engaged in indiscriminately kidnapping the local people from along the streets and throwing them into detention centres in the area. There are also reports of widespread rapes being committed against female detainees.
